Was there a players meeting where the rules were explicitly explained to all the players?

In an international event, is it up to the tournament director to provide written rules in a players native language or to make sure that foreign players are in full understanding of the rules; or does the burden fall on the player?

this is another thread about SVB forfeiting the game for not calling the 10-ball. it's redundant. you should have just asked these questions on the existing thread.

The above post doesn't apply here because Shane did not attend the players meeting. But to answer your question, yes the players were told they had to actually call the ten ball. Rodney Morris certainly did not have a problem understanding that rule because he called it when playing Efren on the stream table.
 
Then it does apply because if he missed the meeting he should have made a point of finding out what the rules were before beginning play.

Exactly. Shane did not find out what the rules were before his first match. Can't blame anyone else for that except himself. I also stated in my post that Rodney Morris understood the rules so it wasn't due to a language barrier or anything.
