metal rings on a cue

Is there any reason to put rings on a cue other than cosmetics? Do they change the way the cue hits?

Also, how do the cue makers accomplish this?

It doesn't change the hit,

Some say it flattens the hit, but I feel the same as Mike, or atleast I don't notice it If It does.
