When did the 9 Ball rack change in the Mosconi Cup and why the change?

How about when the Cup is played in Europe they rack with the 9 on the spot and when it is played in the US it is racked where it belongs and the 1 ball is on the spot where it belongs.

9 Ball is an American game and fun to watch when it is winner breaks. The only break rule they need is a 20 mile an hour break.

I grow weary of the US always bending over front wards to make things easier for the rest of the world.
 
I posted the following about 3 months ago in response to a similar question:

I did a quick review of past Mosconi Cup videos available on line.

It looks to me like the 9-ball has been racked on the spot at least since 2004.

For 1999-2003, the videos I could find make it look like the spot was under neither the 1-ball nor the 9-ball but in between them.

For 1998 and earlier, it looked like the 1-ball was on the spot.

So it looks to me and based on a SVB interview, the US players should work on the break for a few hours every day. They should get Shane to coach them as often as possible on the break.

As I stated earlier, I wonder if traditional 9 Ball racking would give the American team more wins?

Mark Wilson said Shane coached them the break but they cannot achieve same results.
They could follow same stance, stroke and miss out on speed, breathing etc
Wilson says Shane break training- 2 hrs per day (about 40 breaks), Thursday 5 hrs

If I was Shane I don't think I'd teach anybody my break......Mosconi is only once/year, the rest of the year he is competing AGAINST these players.

He knows it won't matter. They couldn't beat him even with that added knowledge. That's how much better he is than the rest of the Americans.
