Just a thought,
If they want a smash break why not rack the balls like in 10 ball with the 9 in the center and the one on the regular spot, 10 ball at random, then soon as they break the ref can take the 10 ball off the table. Solves all the problems ?
Actually 10 ball is a better game for the pros to play.
