Somehow this issue, and the same has happened in other issues in other threads, has gotten turned around so that the people who ask that written rules be enforced are at fault. Leagues and other organized activities have written rules so that everyone will know from the start what is legal. Everyone can read and know the rules. Everyone plays by those rules. How is it wrong to ask that everyone be bound by the written rules? How is it that asking that clearly written rules be followed and enforced is "manipulating" the rules?
In this case, the issue came up at the league's Local Team Championship, where all the league teams compete, so all of a sudden people who have never been exposed to this team become aware that there's a rules violation and call foul. They are clearly right -- the rules clearly state that he cannot play -- and they are clearly within their rights to demand that the rules be followed. How does them demanding that the rules be followed put them at fault?
If the facts are as stated, then it appears that the LO is at fault, and the issue should be brought before APA national. If the LO wanted to allow a local exception, it should have been published in the league's local bylaws. If it's not there, then the exception appears to violate the league's rules and should not have been allowed.
In tournaments including those in Las Vegas I have seen players commit what they consider to be a minor rules violation and then act astounded that someone would actually call them on it. Amazing. You and your team work hard to win, you go to a national tournament where lots is at stake, you play hard and by the rules, and you are asked to overlook a violation? No way.
