Need Help Identifying Cue

I'm trying to help a non-pool-playing friend of mine identify this cue. This cue was his uncle's (who has since passed away). The story my friend has was his uncle had this cue made for him and was his prized possession.

He seems to remember that it's a Frank Coster --- and the fact he'd even know that name as a non-pool-player lends me to think it might be. I thought I'd post the pictures here because you never know -- it might be something better.

Cue has four points. Each point terminates to what looks like an ebony circle. Two of the points have a mother of pearl circle at the base of the point. You can't tell from my picture, but there's a single emerald-green veneer. The wrap is white w/ green speckles - doesn't FEEL like Irish linen, but maybe it's just super old.

The joint appears to be stainless steal and the pin comes to a taper at the end.

The butt cap area appears to be ebony?

It looks very similiar to a cue that I bought to keep in my car from Carlscues / Ebay. It also looks similar to a brand that I've also bought on line called Oxyear. Oxyear sometimes has a shaft that they call Y-core. It is a spliced shaft with a 3 pronged, propeller shape center filled in with three(3) splices. They both have the 'look' of a basic Balabushka of which I also have in the Adams variety. Hope this helps.
 
Can we see a pic underneath with the rubber bumper removed?

Also, are the inlays all aligned/centered? The one pic seems to show the black dot off to the side/ not centered over the point.

It doesn't look like a Coster imo. What part of the county did it come form?

No - not all of the inlays are aligned/centered. It came from the PA region. The family is 100% sure his uncle had the cue built -- although that doesn't mean anything. It looks OLD - I doubt it's an Adam.

Next time I'm over there I'll try to remove the rubber bumper to see what I can see.
 
Almost looks like 2 cues put together. The bottom part does not look to have anything in common with the top as far as design aesthetics. White ring bellow wrap, no other white ring anywhere else, pearl ring at bottom but space between the ring and edge unlike the white ring over it. Bumper white is cream colored, ring white is bright. If it was made by a single cue maker at the same time, does not look like the design was well laid out.

I doubt it is an Adams as well because of the 'circle' points. But when these 'off' companies do some of the 'tributes' they take liberties. For your friend's sake, I hope it is a better cue than my know nothing guessing observatons.
