Need help IDing an old cue

I need some help trying to ID this cue. It may be made by someone who didn't have the resources to purchase a new one. It appears quite old, it's ~5 feet long and doesn't have leather tips.

Excuse the size as I'd like to show as much detail as possible, thanks.

JUST MY OPINION, but this looks like a, "BO Staff"

or something like this for practicing martial arts,
or

if it is not a --"BO STAFF"

then maybe something for working out or demonstrations of Staff techniques, or something like this,

I really dont think it has anything to do with the POOL OR Billiards world,

But just my mostly, uneducated, opinion.

Almost positive now, I just did a search on Bo Staff and they had a staff store,

it showed a dual taperd bo staff 5 feet long and tapered on both ends, these are for spinning and demonstrations. Also, they even show the long black vinyl case it has with yours.
