Hi Snapshot9,

I'm in a similar situation as you. I do not have a pool table at home and I normally get my table time here in my local pool rooms. The owners don't have any objections to me setting up the dots. They're easily removable and are non-destructive to the cloth. After I'm done with my sessions, I simply peel them off, brush off the racking area, and you'd never even know they were on. Folks use these dots all the time for training purposes.

As for tournament play, the use of any racking device on all tables would likely be up to the tournament director or owner.
