New Thoughts on Ranking Pool Players --blending Competition (points) and Performance (rating)

If all the top players countrywide or worldwide could compete against one another regularly--i.e. several dozen times a year, tournament points would be a fine way to rank pool players. But they can't and it isn't. Here are some thoughts on blending competition and performance in a balanced way.
