Anyone know what the rules are as far as a new user posting on the forum? A buddy of mine isn't able to reply to a thread or post a new thread.

He might be pressing the wrong button. Make sure he is pressing either "quote" or "quick reply" in the individual posts.....not at bottom of page. As for starting a thread, I think that is restricted until he has a few posts put up on the forum.

Tell him to make sure he is signed/logged in. My friend had the same issue.

No everyone would or is guessing at what the real problem could be.
Only the moderators could tell you what is the real problem.
Just a guess, but we do have a few members who have been banned under other user names.
Some of these guys have a hole list of other user names.
So sometimes new users IP addresses are checked out by the mods before they can post.
This only a guess and I could be wrong,
