To re-cloth a single diamond bar box will cost you $175 plus tax and shipping in felt alone. Then add in the 2 hours of labor. Oh, are you re-felting the rails too = ) $$$? Then multiply that by the 10+ tables the pool room has; then multiply that by 2 (assuming you'll replace the felt 2 times in a year).
That's a lot of dough to just expect a pool room to shell out. Personally, I've never shot in a pool room that required a break cloth. But if so, I wouldn't have any problem with it.
Seeing as though I re-felt and repair tables on the side; I have a greater understanding and appreciation in the work, time and money that goes in to it versus the typical banger.
I have no problem honoring the rules of a room no matter where they draw them. And I can appreciate the expenses involved with maintaining the room. Rules like no practice jumping, no masses, no food/drinks, no sitting on rails, etc. all make sense to me to respect the equipment. I just privately judge requiring a break pad as OCD. You might as well say you’re not allowed to shoot drills by repeating the same shot over and over because it will also create discoloration. I think with the other rules they have they could change the felt only once a year or less and the break pad requirement wouldn’t make a difference about the playability and condition of the table.
Plus I don’t know the culture of that room and those that frequented it when it was still open. But they are just college kids in there. Sure, don’t let them abuse the equipment but holding them to a higher standard than you’d see anywhere else just sounds like an uphill battle that’s not worth fighting. Holding to that standard sends the signal that perhaps you have a white elephant on your hands.
