Watching a 1988 match at Brunswick world open McCready vs. Reyes

Reyes shoots at 1 ball hitting & knocking it off the table ( one ball off table not cue ball) incoming player ( McCready) doesn’t get ball in hand and must play from where the cue ball stopped .

What’s up with this?
 
What was the dialogue between the ref and the players?
Was the leave favorable?
What was the outcome?
 
Video was quite edited so may have skipped over some things. Commentators argued a bit over it . One ball was spotted & McCready was left with a long shot on the one that he missed.

1988….the rules….object ball off the table was not a scratch….just re-spotted
….in ‘91 still the same rules…at a player’s meeting I complained that it was a Mickey Mouse rule….Joe Kerr had a lot to say then….he had it changed.
 
I remember in match from accu stats, he played against Hopkins in 1990.same thing. He scratched off the break, and the one ball, spotted back up.
I think that was a sands regency event.
