OB falls into pocket while CB is in transit to hit it, Is this a foul?

if its just a friendly game, i'd replace the ball and cueball and let the opponent shoot again. If it were a tournament or league, i'd explain the situation and have whoever is in charge make the call to avoid arguments.

there should be no argument
the rule is clear
but
its smart to let the T.D. do the work and stay out of it
 
yes let him say what it is. if he says what is good for you let it stand. if he doesnt and is wrong correct him.
that is just good business.

there is no rule book in the pool room so there you have to do what is intuitive or what is generally standard for those kind of things.

and the final decision is what the loser wants.
 
There ought to be a special ‘earthquake‘ rule (if it happens in Calif., then it would be a foul). Those that waste time while a ball is hanging there, likely SHOULD be penalized 😁.
Would positions be restored if a CB hits a piece of chalk, takes a funny roll and then scratches? Sometimes, sh!t just happens (“you pays your money, and you takes your chances”).
