So let's say you've hooked yourself. You can push out and the opponent can choose to take the shot or not?Generally, if you don't like what you're looking at, you can roll the cue ball to another spot.
2 fouls are allowed; broken down to two by the same player or any two fouls - tantamount to push anytime next foul is BIH.
Strategy is another matter.

Scratch on break, get ball in hand in kitchen.
Any balls pocketed on a scratch get respotted.
Only time time someone gets ball in hand, is if two consecutive fouls were made (usually you will be shooting out of the kitchen on a scratch, if lowest ball in kitchen it gets spotted).
I don't think there was any limit to amount of rollouts in a game, you just can't have 2 consecutive rollouts.
Example... you are hooked on a 4 ball. You rollout to a difficult shot. Your opponent has 3 choices...give it back to you, attempt the shot themselves, or play a legal safety... ok, so your opponent plays a legal safety, and you are hooked.... you rollout to a difficult shot and your opponent has same 3 choices again.... say this time your opponent gives it back to you. You attempt the shot and scratch... now your opponent gets BIH because there were 2 consecutive fouls... your rollout (didn't drive ball to rail) and your scratch.
2 shot rollout greatly reduces the value of safeties, and forces players to take on difficult shots more often.
The game is slower, but (I think) more interesting.
Disclaimer... I'm not entirely sure about the unlimited rollouts.
