that apa rule is what was always played all over as far as i know and seen.
tournament and pool room rules, have to be different. or you get nitty problems enforced. and an opponent that just says no to you. with no ref. to make you do it. and the game breaks up with no one getting paid.
just like the leaving an accidental ball moved where it is, thus giving a player a choice where it goes.
try that in a cash one pocket game/ or worse in an action bar, when you bump a ball and it goes over to his side for an easy run out or a few free balls, and he says it stays there. try and get paid. and you just lost a customer for good.
or punishing someone for putting their hand in a pocket to catch a ball. or by not calling an obvious call shot on the money ball.
