It's negotiated... you can spot when the number on the table requires it or you can spot the first ball you make...... spotting it later means the ball stays out of play so it makes a spot a little stronger than tossing it up as soon as it goes down...... Tim is right tho at 9-7 you win 9-6 or lose 8-7 so there is no need to really discuss it... 9-8 do you both spot the first one??? All sorts of fun things to negotiate....
 
when the total number of balls needed to win is greater than 16
the person who needs the most ball spots however many balls necessary to get the total to 16 after the inning(s) he has them
for example
im spotting you 11 -8
i have to spot 3 balls
i run 2 and play safe .i spot those 2
a few innings later i run 5 and play safe
i spot the 1 more ball i have to spot..

another example
same spot 11-7
you have me down 0-6
i run 9
there are no more balls on the table
i spot my 3 and go from there
they dont get spotted one at a time
