This website is super, super easy to use and although it's not the best fit for "local" weekly tournaments, it's a great way for tournament directors to easily manage their event on the web and collect fees in advance.
If a pool room owner wants to run a larger event and doesn't want to deal with "bounced checks" or huge lines the morning of an event---- this is likely your solution. The key is: it's easy and intuitive.
Not sure how long it'll be free, but I'm sure it'll be really inexpensive when/if he charges to charge for this cool service. In the meantime, feel free to use his site in exchange for constructive feedback.

- Allow for partial payments to hold spots
- Paypal integration
- The system will automatically create "landing pages" for your tournament. It will give you a homepage link for the event, a sign-up link and a players list link automatically after you create your event (which you can then copy/paste onto your own website)
- Allows individuals or teams to join events
- Post events start/end times, registration open/close times as well as a lock-entry time
- Tournament directors can define divisions within the event they setup
- Accept currency from nearly any country
