Only tips and ferrules

What is the best small lathe or machine for replacing tips & ferrules and preping the ferrule? Something easy. I have no experience what so ever. I need to learn because nobody here in Brazil knows how to mess with an American cue, and I won't let them.

About a year ago there was a thread about a home made unit for this. When I asked in Sept of 0 about pics someone said they would be producing these and have available around December. I am still waiting.

There was a very crude on on ebay about 2 weeks ago that sold for around $160

I hope someone has the parts available or will be making them as I don't have the time myself to make one.
