Most cues, if not all, made in the Philippines, whether of good quality or not, are hand-made. There are many skilled woodcraftsmen here; some are even being hired by hotels both locally & internationally to create intricate ice carvings. CNC machines are quite expensive, it'll be a lot cheaper to hire skilled people to do the job :)
