I may be completely wrong but I think I've heard here on AZ that most of the Philippine cue makers don't use CNC and they do it all by hand. I've been wrong before though!

Most cues, if not all, made in the Philippines, whether of good quality or not, are hand-made. There are many skilled woodcraftsmen here; some are even being hired by hotels both locally & internationally to create intricate ice carvings. CNC machines are quite expensive, it'll be a lot cheaper to hire skilled people to do the job
