I think some old, washed up player pulled out his teeth and candidly reported to a would be opponent "I can't make a ball," and then proceeded to rob the young, hapless dupe. An astute young pool player witnessed all this and said "I can't make a ball" to every would be opponent, and won so much money that EVERY pool player in the world began saying it in no time. Now it is almost like ingrained instinct in the head of every pool player.
