This is some product that I purchased from Dufferin when they went out of business a number of years ago. I have discussed it with a couple high end cue makers and they felt it was Penn.

Is there any definative way to verify what I have?? It is on metal spools and the only markings I can see on the spool is 'made in usa' stamped into it. The larger spool is actually the same colour (white/black) as the smaller one. It is just dust on the surface

I don't know anything about Penn. But it looks like early Hurlbert Irish Linen spools to me.
 
I spoke with Hurlbert and they indicated that in 2001 Dufferin did buy some black and white linen from them. They also said that it would not have been on the metal spools. No further ahead I guess.

All synthetic fibers I'm familiar with will ball up (melt) a little when you burn the end. That's what I (a non-expert) go by.
