That's the diamond leveling wedge mounting bracket.

That bolt draws a wedge that will lift the slate.
They are loose because whoever set up the table didn't care how level it was, or decided it was close enough, or they had no clue how to use them.
It's super common for 7 footers to have never had the wedges adjusted, at least around here.
