Players cue dull at the end ofbtge tip?

Hey everyone my players pool cue came today and upon looking at it there is a length of the stick that is dull. From the butt to about 4 inches above the joint is glossy and after that its dull all the way to the tip. Is this right? Is this where the wax is they talk aboutbthat is applied? Also it glides a lot easier on that dull surface than the glossy surface. Is this the purpose?

Yes, that's normal. The shafts are waxed or sealed but not finished like the rest of the butt or the very base of the shaft by design.
