Please look at picture and advise on what to do

If vinegar is used (acid), will it also require a baking soda neutralization afterwards? I am unsure if just wiping it off will stop the chemical reaction. I recall cleaning pennies as a kid (more copper, not like the current zinc ones), and they would quickly re-tarnish after cleaning with a salt and vinegar solution. Soft drinks may not be so bad.
