Can't say I know of too many certified instructor who are out of Chicago. There are a few PBIA recognized instructors in the Chicago area, and a few master instructors (Mark Wilson comes to mind) who are in Illinois but not Chicago.
It really depends on your level now and what you want to learn.
Again though, not too many instructors are set up in Chicago but the PBIA instructors are available to come to you as well (Scott Lee travels for sure).
EDIT: If you are looking to improve your game without an "instructor" but instead want to play with a few monsters who are willing to help you learn a bit then I can name off a few people.
