Here is the World Standardized Rule for push shot foul:

6.8 Push Shot
It is a foul to prolong tip-to-cue-ball contact beyond that seen in normal shots.

Does this mean in a situation where the CB is frozen to the OB, I can't "push" thru the Object ball but can still hit thru it with a normal stroke? What hit thru at an angle?

I need some sage advice on this one.

If the CB/OB are frozen, you can always take a normal stroke through the CB without shooting away.
