the two big tours in the area are the predator and tri state tours. if anyone has played full seasons on either, which would you say has more top players? or do the majority of the players in the area play on both?

NYC players play both tours. The majority of stops are at Steinway and Cue Bar, so you'll see the regular league players playing both tours.
The Predator tour definitely has more top professional players (Pro Sun), if that's what you're asking. Both tours have the regular A/B players.
