It wouldn't have threads in the tenon if it wasn't. Actually, it looks metal. Looks like an old Adam. My first cue in the pool room was very similar. I never had the ferrule off, though.
Palmer did similar in the mid 60's. The idea sounded ok but in reality after the ferrule was taken off a couple of times it did not match the shaft. Close but you could feel the edges because it was off center.
A cue maker could make you one but if it was me I'd glue it in place. You could have a wood tenon and ferrule put on if they can get the screw out. I just know someone is going to say the metal screw causes to much squirt. Might as well hear it now if it matters.
If you still want or need to replace it go over to the cue makers section or get someone to do it locally.
