Question on 8-Ball Express Rules

Anyone know what "8-ball express rules" are? It like to see the exact 'rule book', but any general info would be helpful. Similar to BCA rules or something else?
 
Last year BCA made changes in their 8-ball rules. If you scratch after the break, Ball in hand anywhere, whereas the old rule was behind the kitchen.

8 ball express

8 ball express is the same as 8 ball but is a shortened format where you use 4 stripes 4 solids and rack it like 9 ball with the 8 in the middle. I've only seen it played in apa captains and holiday tournaments where they wanted to shorten the tournament. some of us call it break and run derby. The other dufference is loser usually breaks the next rack.

8-Ball express rules are what is used in the 8-ball tournaments on the MaximBilliards.com tour.

Basically it is all fouls result in BIH anywhere on the table including a scratch on the break.
8 on break wins but if you scratch you lose.
Open after the break regardless of what was made.
3 foul rule in effect ( you would be surprised at how much this DOES NOT come up.)
The only thing that ever has to be called is which ball you are going to make and in what pocket. It does not matter how it gets there.
