question regarding phenolic or hard leather tips on break cue

I'm looking to replace my current old Huebler break jump. Using a friends McDermott Stinger, I broke six racks of 8 ball breaking from close to center table hitting the lead ball on the nose. I also hit a maybe 10 jump shots and really like the way the cue performed. I suspect it had the phenolic, (standard?) tip on it but I'm not certain.

Although I did not try it when testing the Stinger, sometimes in 8 ball, I break from the rail and hit the 2nd ball in the stack with a bit of low inside English. Will the phenolic tip still grip the CB enough when breaking this way? I know there is many variables there but in general, I'm wondering if I should go with a Samsara or similar tip if I want to use the rail break option.

I had a J&J JB for a short time with a Samsara on it but didn't like the stick, the balance felt strange to me, and every time you broke with it the joints came loose.

One last question, I play mostly BCA and a little APA, isn't the phenolic tips not allowed in one of these.

Should be totally fine. You can still get a surprising amount of english with a phenolic tip. I keep mine scuffed pretty good, maybe every 2 weeks I go over it a bit with coarse sandpaper to keep the glaze off.
