Questions about Cowboy

The BCA rulebook (C)2005 states that in the game of Cowboy, "On all shots, a player must cause the cue ball to contact an object ball, and then the cue ball or object ball must contact a cushion."

Is this a typo, or is this rule there to prevent someone from getting to the middle of the table and repeatedly shoot short draw shots on the five ball?

If you notice, it is worded slightly different than other games. In other games, it is worded "On all shots, a player must cause the cue ball to contact an object ball, and then (1) pocket a numbered ball, or (2) cause the cue ball or any numbered ball to contact the cushion."

Also, is cowboy call shot? and if so, do you have to call all of the points for each shot? ex: call the 5 in the corner and then carom off the 3 for six points.
