Rack/Ball Tapper?

I know it has been discussed before, but I can't seem to find any threads about it. I'm referring to a ball tapper that is used to condition the table in order to eliminate the use of a rack. I believe it is used on the Eurotour, and I also seem to recall something about Alan Hopkins having something similar.

Either way, if anyone knows where these can be purchased or has any other insight, please let me know. Thank you
