Rail Mounting Holes Not Lineing Up

Well, it was Christmas eve and I was hard at work to get the pool table finished assembled. However when I was in the homestretch, I came across a problem. The slate for my table isn't the original slate for the table. I don't know why I didn't think about it, but the rail mounting holes don't line up with the holes in the slate. The two end rail's do line up fine though.

I am guessing the easier way is to move the mounting holes on the rails to line up with the slate, as I imagine drilling slate wont be an easy chore. Does anyone have any advice for doing this? I would prefer to do it without removing the rail cloth if possible.

Drill the slate, it's not that hard.
 
What type of table?

If it's a old T rail table, I'm thinking it's a lot more work. You've got to drill twice and more accurately, then drop a barrel nut in there. A lot more demanding than a "modern" GC style where the rails bolt vertically through the slate.

Sorry for the slow reply. I have been having trouble with my internet connection because of the snow.

Yes the slate does have a wood frame on the bottom.

While taking these pictures, I also noticed that the bumpers on 2 of my rails are deader then dead. So I may have to take apart the rails regardless to change the bumpers.
 
What kind of drill bit would you suggest using to drill through the slate? I have a number of different drills and types of drill bits, including spade bits and hole saw sets.
