can any cue maker here say for sure if a cue has been refinished or not by an examinant of a cue,

Steve that is a good question, if the person doing the work is a true professional it may not be very difficult, if it is a newer cue. If it is an older cue from the late 1980's back, many times you can tell by the finish. Many older cues used a lacquer type or other finishes that yellowed with time. You can also find out what type of finish the cue maker was using when the cue was made.
All in all this is a difficult question!!!!!!!!!!
