Refinishing ???

Like pretty much all things in pool and cuemaking - it's not the arrow, but the Indian.
Spraying sounds simple enough, but it takes LOTS of practice.
Also, what are you going to spray? Automotive Clear Coat? Water-based Urethane? Shellac? Lacquer?
As was already suggested, it would be helpful to use the search engine and do some research. This subject has been discussed many times in the past. By using the search engine, you'll get the benefit of reading the input of cuemakers who have quit posting here and well as those that don't want to repost old info, and of course those that will pipe in after me.

I agree with GB CUES , oh and do u have a ventilated area to spray? wear a respirator and some of that stuff travels in the air .I have used a $10 gun and a $400 , seal properly and prep , prep , prep !!
