Retapped 3/8 X 10

Had a flat laminated shaft retapped recently, when sent it rolled true, and now suffers from minor ferrule "flop". When you screw in a joint protector it is slightly off center. Still shoots well. Is retapping a shaft difficult to center?
 
Back the shaft off of the butt just slightly, then roll the cue on a flat surface, or roll it with the joint end of the but up on the rail. If the shaft is flopping, the threads are either very loose, or not straight. If the cue rolls straight with the joint loose, it just needs to be faced. If it doesn't roll straight you got a bum repair job. Judging from what you're saying about the JP, it's probably not right.
And no, it's not difficult if you have the proper equipment.... it becomes harder if you are not properly equipped.
