Retapping 5/16x18 to 5/16x14

It would be best to install a new insert.
You can put a soldering iron in the insert to heat it up to break the glue loose and remove it with an easy out.
Then install the new one.
You should run a tap in the shaft to clean up the threads before you install the new insert.
You wont know what insert you have until you remove the old one.
It may have an alignment barrel or threaded all the way.
If you don't have a lathe to do this with you may want to find a cue repairman to do this for you.

You can run your tap right in and most cases and it will change the thread to a useable 5/16-14.
 
There was a thread a while ago about threading a 5/16-18 to 5/16-14 in a wood joint. The guy who said it worked fine got a very negative reaction to his post. Anyway, I tried it on a shaft to see what would happen, knowing that if it did not work I would just put an insert into the shaft.
It has worked fine for more than a year now. The only problem that I have come across is that it some times locks together very tight and I need help to undo it. This is on the 18 tpi pin. The 14 tpi pin handle does not have the problem of the shaft locking on.
