Room Humidity/Cloth Tension

I am planning to set up a GC3 in my basement. I would like to know what is the ideal humidity required in the basement.
Also, how do you determine the correct cloth tension when installing a Simonis 860?

40-60% RH is good.
Simonis should be stretched as close to 3" as you can.
