Rotation Rules?

I was asking someone this weekend about the rules, but I have more questions. I guess I'm just a little unsure of when you have the option to spot the object ball and shoot from behind the line. Actually, I saw this particular situation, and I'm wondering what was going on: Player 'a' shot the 1-ball, missed, but left his opponent hooked. There were some balls close to the spot, so player 'b' took the 1-ball and placed it on the spot, behind those balls, then gave the cue ball back to player 'a' to shoot with ball-in-hand behind the line. What just happened there, and does player 'a' *have* to shoot, or can he pass it back? :confused:
 
Player A could have been pushin, but as far as i'm concerned, player b should not have spotted the 1 ball, but does have the option to deny his turn and give the turn back to player a

In event that player a scratched, then player b should have ball in hand and still the 1 ball should remain where it is.

I have never seen the above before.

You did not say where the one was when player b was hooked. He might have just saved time by handing the cue ball to his opponent because he was going to scratch on purpose anyway because if the one was in the kitchen his opponent does not have to kick to hit the ball but the one would get spotted and you get ball in hand behind the line. Now it depends if they are playing shoot out or not(probably not) where the shooter has a choice. Most rotation from when I remember always just played ball in hand behind the line on a scratch or no hit.
 
I'm not sure if they play it differently in the Philippines. The guys that I was watching play were both Filipino. Any of the Filipino posters here know the rules? :)

Filipinos play it differently.
On a foul shot, the incoming player has the option to spot the ob.
There is no reshoot option like on ring games.
If the CB scratched but the it hit the ob first, it's BIH in the kitchen and ob is left alone unless it is in the kitchen ( respot ).
In the situation you saw, the incoming player opted for the other player to shoot the spot shot. If he's hooked and feels there is no reward in trying, he can make the other player shoot a spot shot. Of course, he could have pocketed another ball, and hooked the other guy so he'd have two balls on the spot. But, he might have gotten a butterfly knife stuck in his back. :p

So if I'm hooked, I can just give you BIH behind the line and spot the object ball? If so, does that mean you *have* to shoot it, or can you pass the shot back to me?

I'll remember not to pocket another ball in this situation. I'd like to avoid the butterfly knife thing. ;)

The incoming player has to shoot it. He can "accidentally" miscue of course. :D
But, those guys are so good they skin the ob frozen to another ball on the spot if they have to.
Not that you can't do that either. :-)
