Random draw in each new round.
Just a suggestion.
Make a list of all the players going into the next round by their win percentages.
In round 2 they have 20 groups of 6 players. Take the top 20 and have a draw to see which group they are assigned. Then take the next 20 and have a draw,... etc.
This way you'll have best to weakest players in each group and no possibility of anyone being shown any favoritism.
