This is not really answering your question, I think, because I think you want something permanent, but here is one source for a roll-on and roll-off wrap.

I bought one similar to these (not sure if identical) at the SBE this year for my break cue and love it. One note of caution if you wanted something like this permanent - it is so "grippy" that you could not slide it into an Instroke style tube case.

Cue maker would have to get it put on during construction in a channel.
I think you can get a rubber wrap from ob but be aware. It's a lot thicker than a standard wrap.
Basically i want the same kind of textured rubber wrap as you see on a predator bk3
