Rule Clarification

I'm a little unclear on when a ball gets pulled and spotted.

For instance, on a normally fouled shot (not hitting the rail, for instance) you would simply be deducted the point, and the opponent would shoot from where the ball currently lays. No ball would be pulled, correct?

Now, on a scractch - when a ball is not made, is a ball pulled? When a ball is made, is it pulled? If 2 balls are made, are they both pulled?

I had an opponent tell me that he should still receive a point after a scratch because he made 2 balls.. I think I'm right that he would be awarded a -1 for the foul regardless of how many balls were pocketed on the shot. Am I wrong?

On a continuous break, do two balls have to touch a rail like the opening break?


Sorry for the questions.. These are some things I can't find in normal discussion or rules. I'm probably over-thinking it..
 
Opening break: Scratch in pocket (-1). Failure to drive 2 OB's & CB to rail (-2) & opponent has the option of taking the balls where they lie or making you redo the opening break. Scratch in pocket counts towards the 3 foul rule while the other doesn't.
Thereafter: Any foul, either scratch in pocket or failure to complete the rail requirements results in (-1). All count towards the 3 foul rule. No balls are spotted on a foul unless a ball is made. Then any & all balls are spotted. A player never receives credit for (any) balls made during a shot that results in a foul.
Opening break requirements do not apply on subsequent break shots.

The only time a ball comes back onto the table to be spotted is when it is pocketed on a foul shot or is driven off the table -- edit: or any ball made when the called ball is not pocketed. Fouls never bring a previously legally pocketed ball back onto the table. You subtract one from the score for a foul. Here are the full rules: http://www.wpa-pool.com/web/the_rules_of_play

Also, any ball or balls made on a called safety shot are spotted.

And, if you call a shot and miss the called ball, any ball or balls other than the called
ball that are made are to be spotted.

Of course if you make the called ball, all balls made count as one point each, as long
as no foul has occured.
