Rule Question: Using another ball to determine clearance

Is there a written rule stating the penalty for using another ball that has been pocketed to measure clearance distance between balls or between ball and rail prior to a player taking his/her shot. I think it is general knowledge that this practice is not allowed but I was wondering if it is documented somewhere in a set of rules?

The second someone touches or puts another ball on the table I immediately pick CB up and proceed to shoot.

Most people who would do this wouldn't allow the ball they pulled out of a pocket to touch the table or the rail or anything...they would just use it as a reference to see if another ball would fit. I played with a guy that used to do that. Once the rule was pointed out to him, he stopped.
 
Can I assume using your cue to measure rail first shots would also be illegal? I see players (myself included) do this all the time.

Cues can be used as pointing devices, but not as measuring devices. For example: one can lay the cue on the table to find the line, but if your hand quits touching the cue at any point, the cue becomes a measuring device and -- foul.
