Rules ball hop?

Ok playing 9ball and an object ball is driven off table. The ball stays down and the incoming player gets ball in hand right?

I think I got screwed on this last night as the house man said I had to shoot from where the cue ball lays.

cue ball fouls only?

its my understanding that if the rules are cue ball fouls only then this is not ball in hand.Provided the object ball hit a rail first then exited the table, or cue ball hit a rail after contact of the object ball. I've seen it at a weekly tourney I've played in
