End of rule #21 & rule #22: Definition of ‘obstructing‘ a bit puzzling (?).
I'm guessing that "obstructing" means "preventing the normal motion of".
A part that I just noticed is that if a player three-fouls, it is his opponent who comes to the table looking at a new rack. (Rule 23)
