After contacting the 3 ball it came off the short rail and hit my cue leaving it in an advantageous position for my next shot. My opponent and I were not sure if it was a foul or not but we both knew the 3 ball would hve not ended up anywhere near where it did. What's the call ??.

6.6 Touched Ball
It is a foul to touch, move or change the path of any object ball except by the normal ball-to-ball contacts during shots.

Sometimes only "cue ball fouls" are called, in which case it's not a foul to accidentally move a stationary ball that wasn't going to be moved as part of the shot. In your case it's a foul either way because you touched a ball that was a part of the shot, altering the outcome of the shot.
