Here are the WPA rules. The BCA rules are identical, since they are a member of the WPA. (The BCA does not run leagues. If you are thinking of the "BCA League" you mean the BCAPL which is part of CSI and has no direct connection to the BCA.)

I think the OP relates to Rule 1.5. Nearest ball to headstring spots if requested. I think this is clear.

I just don't see that that specific problem is addressed in the rules.

Again, both WPA & BCA under ‘GENERAL RULES’, #1.5
