After reading the 9 ball on the snap thread I got to thinking...Who is in charge of the rules of pool? Is it the WPA BCA APA TAP IPT WPBA this list could keep going but, this post has to end sometime. I meen does pool even have a universal rule book or is it left up to each individual org. I don't know.
 
interesting and good question. Rules changed from place to place huh can you imagine how they might be ten years from now LOL.

There are a couple organizations, such as the BCA and the WPA, that govern the rules to a certain degree. I say "to a certain degree" because not everyone adheres to either organization's rules. There is nothing standardized. This, in my opinion, is one thing that could potentially make professional pool better. The problem would be getting everyone to agree to one set of rules and agree to follow one organization's set of rules from that point forward.
 
Nobody is in charge. Each organization has their own. Little differences btween them. Different tours sanctioned by the same governing body can have variations like calling the 9.

Most local places, I've been to, use BCA or Texas Express...

The rule of thumb is - the man with the money makes the rules :)

Each tournament will have its own rules. For the other times, it sure helps to have a copy of the World Standardized Rules for whatever game in your cue case. Helps solve a lot of problems, especially among those who play a lot in different places but never in tourneys. Most people in those situations don't even know there are tons of different sets of rules, except House Rules where they play a lot.
