In the game of pool...
(in this case 9ball but can be applied to all pool games)

I broke the balls wide open and the 9 ball hung in the pocket. Now i have a tendency to always remember the three second rule but i usually dont start counting until all the balls have stopped moving. With that being said...

If using the three second rule, do you start counting to three as soon as the 9 or any other ball is hung, or do you start counting after all the balls including the cue ball have stopped moving???
 
If there is a three second rule as you state, All of the balls should have stopped before the three seconds start.
 
I think it's 5 second, not 3 second. Anyway imho the counting start when all the balls stop, because the other balls might bump into the hanged ball.
