Take the bumper off. Should be a bolt in there

You will need to adjust the bolt. Either a heavier or lighter bolt or cutting yours down. Altering the bolt changes the balance of the cue. It might not be much but it will shift.

So my presumption would be then to order a 19.5 and then go heavier if needed. Rather than order a 20+ cue and need to lighten it.
